Join us for the upcoming CBEC Forum, where Ms. Farah Khan, a criminal law practitioner, will critically examine the issue of juvenile recidivism in Pakistan. Despite ongoing reform efforts, young offenders often find themselves trapped in cycles of reoffending due to systemic shortcomings in the justice system, rehabilitation models, and sentencing policies. Drawing on her empirical research and real-world case studies, she will explore the socioeconomic inequalities, lack of educational and employment opportunities, and absence of structured reintegration programs that contribute to this persistent challenge. Her talk will highlight why existing rehabilitation strategies fall short and discuss potential policy solutions to break this cycle.

Ms. Farah Khan is an accomplished lawyer, with extensive experience handling criminal cases before High Courts and Special Courts and also cases related to medical negligence and malpractice. Currently pursuing an M.Phil. in Criminology at Karachi University, her research focuses on juvenile recidivism. She has served as an advocate for indigent convicts facing the death penalty at the Sindh High Court and as a special prosecutor for NAB. Beyond litigation, she actively contributes to policy development and legislative reforms, working with national and international organizations, including Pathfinders, UNDP, and the Sindh Ministry of Health. She is also the co-author of Medico-Legal Digest, Pakistan’s first forensic science book for criminal practice.
